West Bengal Government has announced the dates of 2013 Panchayat Election to be held in April month. State Election Commission presented their proposal to Govt. of West Bengal stating three phased panchayat election in West Bengal with the help of Central Force few days back. But, on 22nd March 2013 (Friday), Honourable Minister of  (Panchayat) Rural Body Shri Subrata Mukherjee declared that 2013 Panchayat Vote in West Bengal will take place in two phases under the supervision of West Bengal Armed Police Force.

8th Panchayat Election of West Bengal will be held in 2-phases in April 2013. Let's check out the dates of 2013 Panchayat Vote and district-wise panchayat election date below -
  • 1st Phase 2013 W.B. Panchayat Election is on 26th April 2013 (Friday) - The panchayat election of West Bengal will took place in 14 districts [Cooch Behar, Jalpaiguri, Purulia, South Dinajpur, Nadia, Birbhum, North 24-Parganas, South 24-Pgs, Howrah, East Midnapore, West Midnapore, Bankura, Burdwan & Hooghly] on 26th April 2013.
  • 2nd Phase 2013 WB Panchayat Vote is on 30th April 2013 (Tuesday) - West Bengal Panchayat Vote will be held on 30th April 2013 only in 3 districts of West Bengal i.e., Malda, Murshidabad & North Dinajpur.
After the announcement of W.B. Panchayat Vote 2013 Schedule; many political questions are being raised by opponent parties like why only 3 districts are chosen for election on 30th April? Why W.B. Govt. not followed three phased election proposal of State Election Commission? Why State Police will guard instead of Central Force? etc etc.

State Election Commission will declare their final opinion & proceedings regarding West Bengal Panchayat Election 2013 after the meeting on coming Monday (25th March 2013). State Election Commission has sent a letter to West Bengal Government on 25th March 2013 (Monday) to review their decision over West Bengal Panchayat Election 2013. On 26th March 2013 (Tuesday) Shri Subrata Mukherjee [Panchayat Minister of West Bengal] declares their decision after reviewing State Election Commission’s advice. As of now, W.B. Panchayat Election is on 26th & 30th April 2013.
  • 1st Phase of WB Panchayat Election 2013 is on 26th April 2013 – The first phase panchayat vote will took place in these 11 districts – North 24-Parganas, South 24-Parganas, West Medinipore, East Midnapur, Birbhum, Bankura, Burdwan, Hooghly, Howrah, Nadia, and Purulia. It means, WB Panchayat Vote 2013 of South Bengal districts.
  • 2nd Phase of WB Panchayat Election 2013 is on 30th April 2013 – The second phase panchayat vote will took place in these 6 districts - Murshidabad, Cooch Behar, Jalpaiguri, South Dinajpur, North Dinajpur, and Malda. It means, WB Panchayat Vote 2013 of North Bengal districts.
Government of West Bengal has sent their letter stating two phased panchayat election [North Bengal & South Bengal on separate date] to State Election Commission.

On 1st April 2013 (Monday), West Bengal State Election Commission moved to Kolkata High Court and now the decision over 2013 WB Panchayat Election will be declared by Honourable Court.

On 4th April 2013, Government of West Bengal proposed new dates for Panchayat Election to the West Bengal State Election Commission. The new dates for Panchayat Vote are 5th May and 8th May 2013. On coming Tuesday; members of W.B. Govt. and Election Commission will have a meeting to solve the issue over W.B. Panchayat Election 2013.

The By-Poll (Vote) of three assembly constituencies of West Bengal [Rejinagar, Nalhati & English Bazar] is on 23rd February 2013 as per the announcement of Election Commission of India on Legislative Assembly By Election 2013. Total of three Assembly By Election of West Bengal are happening in West Bengal in 2013. New Faces in W.B. State Government Ministry – 21st Nov 2012 New Minister Names of WB

Total of eight Trinamool Congress leaders included in West Bengal State Cabinet on 21st November 2012 (Wednesday). Few changes have been made in the Ministry of West Bengal Government by introducing eight new faces and changing department of some existing ministers. The 'Oath Taking Ceremony' was done at Raj Bhawan in the presence of West Bengal Governor Shri M. K. Narayanan, West Bengal Chief Minister Ms. Mamata Banerjee and other Ministers of West Bengal State.

On 31st October 2012, Transport Ministry of West Bengal has increased the Private Bus, Minibus & Taxi Fare in Kolkata & West Bengal for the first time in their ruling period. In the way Diesel price, petrol price, tax & other petroleum product price are increasing over the last year or so by UPA-II Government; it was really tough to Bus & Taxi Associations to run Buses & Taxi as per the Old ticket fare. Thus, Government of West Bengal has increased the Private Bus, Minibus & Taxi Fare in Kolkata & Bengal on 31st October 2012; which will be effective on & from 1st November 2012.

New Private Bus Fare in Kolkata & Bengal effective from 1st November 2012
The minimum Private Bus Ticket Fare is now Rs.5/- in Kolkata & West Bengal effective from 1st November 2012.   • The Taxi Waiting Charge is Rs.1.20/- for every 2 mints 12 seconds.
  • Rs.4/- extra for carrying luggage weigh beyond 20Kgs.
  • AC Taxi Fare in Kolkata is now increased by 20% of fare.
In case of Long Distance Buses the fare is also increased and the details as follows –
  • General Long Distance Bus Ticket Fare is now Rs.6/- for 0-6 Kms and thereafter will increase by Rs.0.10/- per Km rate.
  • Express Long Distance Bus Ticket Fare is now Rs.8/- for 0-6 Kms and thereafter will increase by Rs.0.10/- per Km rate.
  • Inter State Bus minimum Ticket Fare is now Rs.10/- for 0-6 Kms.
Although the Bus & Taxi Fare in Kolkata & Bengal has increased but few associations are still unhappy with the rate of increment. Specially, Minibus association isn't happy with the way minibus fare increased. Shri Madan Mitra, Transport Minister of West Bengal, requested to all Bus Associations & Taxi Associations to cooperate with West Bengal Government & to run buses & taxis for next 6-12 months; so that they could realize how much profit or loss is happening with this New Bus & Taxi Fare in Kolkata & Bengal.

Public Bus Fare of Kolkata & West Bengal has been revised in the middle of November 2012 and the New Bus Fare Chart as follows:-
Now it becomes Rs.5/- for 0-4 Kms distance, Rs.7/- for 4-12 Km distance, Rs.8/- for 12-20 Kms distance and Rs.9/- for 20-24 kms distance. Bus Fare increased by Rs.1/- in each Distance wise stages. Hope Bus Associations will cooperate with this new Bus Ticket Fare Chart of Kolkata & Bengal applicable from Middle of November 2012.

New Ministers of WB State & Indian Government – After Resignation of TMC & Congress Ministers in September 2012

Trinamool Congress Party Supremo Mamata Banerjee, Chief Minister of West Bengal, pulled their support from UPA-II Government led by Congress on 18th September 2012 [Decision announced & Officially on 21st September 2012] and as per the decision taken by TMC Party leaders; six Ministers of Indian Government of TMC Party resigned on 21st September 2012 (Friday). The reason behind TMC withdrawing support to UPA-II Government had been discussed [read now] earlier.

TMC Ministers resigned from Indian Government (UPA-II)
Shri Mukul Roy (Railway Minister of India), Shri Saugata Ray, Shri Sisir Adhikari, Shri Sudip Bandopadhyay, Shri Chowdhury Mohan Jatua and Shri Sultan Ahmed – these six ministers submitted their resignation letter to Prime Minister of India Manmohan Singh on 21st September 2012 and then went to Rashtrapati (President of India) Shri Pranab Mukherjee to submit the letter of TMC pulling out support from UPA-II Government.

One day later, six Congress Ministers of Government of West Bengal also submitted their resignation letter. On 22nd September 2012 (Saturday) six Congress leaders who were in the Ministry of West Bengal had resigned from TMC led Government of West Bengal.

Shri Manas Bhuniya (Micro, Medium & Small Enterprises, Textiles & Irrigation and Waterways Minister of West Bengal Government), Shri Abu Hena (Food Processing & Fisheries Minister of WB Govt.), Shri Sunil Tirkey, Shri Abu Naser Khan Chowdhury, Shri Pramathnath Roy and Mrs. Sabina Yasmin submitted their resignation letters to Chief Minister of West Bengal Mamata Banerjee and then went to meet Governor of West Bengal M.K. Narayanan with the letter of Congress withdrawing support from W.B. Government led by TMC.

Resignation by TMC Ministers & Resignation by Congress Ministers in September 2012, make the Ministry positions vacant and thus both Indian Government & W.B. State Government started their meetings discussing the new Minister names in India & West Bengal after the resignation happened.

As of now, Indian Government has handed over the responsibilities of Indian Railways to Union Minister C.P. Joshi. The position of Indian Railway Minister became vacant after the resignation of Shri Mukul Roy (one of the TMC Ministers who resigned on 21st September 2012).

This new project of Helium-filled Gas Balloon (Tethered) in Kolkata will be implemented by Kolkata Improvement Trust who has identified the place (approximately 7,000 sqm of area) located near Calcutta Rowing Club (CRC), Rabindra Sarovar, Kolkata. As of now, The Tender applications are invited for Installation & Operation of Helium-filled Gas Balloon at Rabindra Sarovar Kolkata project and it’s expected that it would be implemented within few years.

As per the news, anyone can have a ride on Gas Balloon to view Kolkata from the sky and there will be ticket system for that. Ticket price would be in the range of common people and the Gas Balloon Ride of Kolkata will be of thirty minutes to an hour in duration. Basirhat Alipurduar Jhargram & Asansol-Durgapur – New Districts of Bengal

Dividing existing districts and making new Districts in West Bengal - proposal has been presented to Government of West Bengal in August 2012. As per the news, few districts of West Bengal would be added in the map of West Bengal sooner or later by dividing existing Districts of West Bengal. Let’s check out what are the new district names of West Bengal that were proposed in August 202.

Basirhat District of West Bengal: - North 24-Parganas district could be divided into two districts named ‘North 24-Parganas’ and the new one ‘Basirhat’. Basirhat District (Zilla) will have ten Blocks and the Block names under Basirhat District of West Bengal would be – Basirhat 1, Basirhat 2, Baduria, Swarupnagar, Sandeskhali 1, Sandeskhali 2, Haroa, Minakha, Hingalgunj, and Hasnabad. There will be two ‘Mahakuma’ in Basirhat District of BengalBasirhat Sadar Mahakuma and Minakha Mahakuma. Basirhat Sadar Mahakuma will have six blocks [Basirhat 1, Basirhat 2, Baduria, Swarupnagar, Hingalgunj, & Hasnabad] and Minakha Mahakuma will have four blocks [Sandeskhali 1, Sandeskhali 2, Haroa, & Minakha].

Alipurduar District of West Bengal: - A proposal has been submitted to divide Jalpaiguri district and to form Alipurduar District in North Bengal.

Jhargram District of West Bengal: - Paschim Medinipore (West Midnapore) district of West Bengal would get divided to form another district named ‘Jhargram District’.

Asansol – Durgapur District of West Bengal: - It has been proposed to form Asansol-Durgapur District by dividing Burdwan district of West Bengal.

So, in near future, the number of districts in West Bengal could be increased by four if above mentioned proposed New Districts of Bengal get approval from Government.

21st July 1993 –13 lives of Youth Congress activists were snuffed out by Police bullets at Esplanade area during the march to Writers' Buildings (the state secretariat). This barbaric act of violence & brutal firing by Calcutta Police snatched thirteen innocent youth & made more than two hundred injured. Thus ever year, the day 21st July brings back the agony & excruciating pain to the people of West Bengal. Do you know why it was happened? Do you know the reason behind it? Are you aware of why people sacrifice their lives on 21st July 1993 in Kolkata? 

It was the demand of ‘No EPIC [Electoral Photo Identity Card], no Vote’. It was the protest against rural party CPI(M) who were doing unfair election by using the muscle power. Congress party on that day [21st July 1993] started their campaign against ‘Voting process’ to ensure a free & fair election that should happen in West Bengal. Thousands of supporters including leaders like Mamata Banerjee, Sougata Roy & others were present in the peaceful procession with the voice of democratic demand towards ‘Mahakaran’ (Kolkata) and was stifled with bullets & violence because of barbaric act shown by the Kolkata Police on road. Since then, 21st July 1993 is dedicated to those thirteen innocent lives & their family. Over the years, on 21st July Ms. Mamata Banerjee shows her honor & respect to all of those ‘Sahid’, who lost their live to different democratic movements for West Bengal.

Thirteen young innocent people names who sacrificed their lives for the democratic movement on 21st July 1993 in Kolkata – Here are the names of those ‘Sahid’Srikanta Sharma, Dilip Das, Bandhan Das, Asim Das, Murari Chakraborty, Keshab Bairagi, Biswanath Roy, Kalyan Banerjee, Pradip Roy, Ratan Mondal, Ranajit Das, Abdul Khaled, and the name of another one not recognized.

Since then, 21st July is known as the ‘Sahid Dibas’ / ‘Martyrs’ Day’ and people of West Bengal gathers at Dharmtala (Esplanade) to show their respect & honor to the people who sacrificed their lives for the people.

Let us bow our heads down, pay obeisance & remember their invaluable sacrifice & also take a pledge to rededicate ourselves to continue to fight for the cause of ‘Maa Mati Manush’ and build a harmonious, peaceful and prosperous Bengal, where the head is held high and the mind is without fear” – Ms. Mamata Banerjee.

On 21st July, 1993, thirteen innocent youth activists were brutally killed in police firing during a peaceful march to Writers' Buildings (Kolkata) with the demand of 'No EPIC, No Vote' lead by Ms. Mamata Banerjee. Since then, All India Trinammol Congress (AITMC) commemorates 21st July as 'Martyrs' Day' (Shahid Diwas) to pay respect not only to the 13 Youth activists, but also other 'Sahid' who died in different other democratic movements.

WB State Student Youth Science Fair 2012 Registration Process Format Details Online

Department of Youth Services of West Bengal Government under the direction of Honorable Chief Minister Mamata Banerjee has decided to organize the 'West Bengal State Student Youth Science Fair 2012' to involve School, College & Post Graduate students of West Bengal State in association with the Department of School & Higher Education, West Bengal State Council of Science & Technology and Birla Industrial & Technological Museum (BITM Kolkata) to pay homage to Acharya Prafulla Chandra Roy for his 152nd Birth Anniversary in 2012.

Pattern / Format of West Bengal State Student Youth Science Fair 2012
Students all over West Bengal will develop & present Scientific Models / Exhibitions / Posters at the West Bengal State Student Youth Science Fair 2012. School & Undergraduate Students will have to present / exhibit their creation at District Level West Bengal State Student Youth Science Fair 2012 to qualify for participation in State Level West Bengal State Student Youth Science Fair in August 2012. Post Graduate (PG) students can participate directly in the State Level Science Fair in a separate category. Total of Four Groups will be there consisting of participants from Secondary School, Higher Secondary School, Undergraduate and Post Graduate.
Schedule & Venue of West Bengal State Student Youth Science Fair 2012
District Level Science Fairs to be organized in all districts of West Bengal [total 19 districts] in July and should be completed by 25th July 2012.

State Level Science Fair to be organized at Birla Industrial & Technological Museum Kolkata [19, Gurusaday Road, Kolkata-19] between 2nd August & 4th August, 2012.

Registration / Participation Process in District Level West Bengal State Student Youth Science Fair 2012
Schools & Colleges will be responsible to select the best scientific models/exhibitions & Posters created by the Students on prescribed Themes & should Nominate one Model/Exhibit and/or One Poster per Group per School/College for participation in District Level Science Fair 2012. Three Groups will be there & the Group structure as follows -
  1. Group 1 for District Level Science Fair 2012: High School Students (up to Class-X) - One Model/Exhibit and/or Poster per school.
  2. Group 2 for District Level Science Fair 2012: Higher Secondary Students (up to Class-XII) - One Model/Exhibit and/or Poster per school.
  3. Group 3 for District Level Science Fair 2012: Science & Engineering College students (UG level) - One Model/Exhibit and/or one Poster per college.

Venue of District Level West Bengal State Student Youth Science Fair 2012: District Level Science Fair will be organized at selected College Campuses of every District of West Bengal.

Criteria & Rules for Poster Competition of West Bengal State Student Youth Science Fair 2012: Topics should be on Science, Society & Environment and the Size of Poster will be Al [not more than 23.4" x 33.1"]. Posters should be written in English or Bengali language and Printed Photo Usage is allowed.

Participation / Registration Process in West Bengal State Student Youth Science Fair 2012 State Level Science Fair
Interested students can register themselves through two process; either by Qualifying in District Level Fair or by Direct Participation process [only for PG Students]. Let’s check out in details -
  • Competitive Entries from Schools & UG level college students from district level - Total of three Winners in each three Groups of Model/Exhibit and three winners of three groups of Poster Category from District Level Science Fair will be selected for participation in West Bengal State Student Youth Science Fair 2012 State Level at BITM Kolkata.
  • Direct Entries from P.G. Science students - Maximum of 30 Models / Exhibits or Mini Research Report [in the form of poster display - 1-Model/Exhibit or 1-Poster per University] as per the prescribed Topics/Themes will be selected Directly for Participation in State Level West Bengal State Student Youth Science Fair 2012 at BITM Kolkata. Post Graduate Students intending to participate / register themselves in the State Level West Bengal State Student Youth Science Fair 2012 should submit a synopsis of their Models/Exhibits or Mini Research Reports [in the form of Poster] to the Heads of Departments.
