Section 66A of Information Technology (IT) Act of Indian Law is for punishing culprits who sends offensive messages through communication service. The Information Technology Act, 2000 was amended in 2008 and this Amended Act, which contains Section 66A, received the assent of the Indian President on 5th February 2009.

Who can fall under this Section 66A IT Act of India? Any person for ‘sending false and offensive messaged through communication services’ can be punished by this section 66A Law of Information Technology Act.

Details of Section 66A IT Act of India: - The Law Section 66A of Information Technology Act as follows –
Any person who sends, by means of a computer resource or a communication device—
a) Any information that is grossly offensive or has menacing character; or
b) any information which he knows to be false, but for the purpose of causing annoyance, inconvenience, danger, obstruction, insult, injury, criminal intimidation, enmity, hatred or ill will, persistently by making use of such computer resource or a communication device,
c) Any electronic mail or electronic mail message for the purpose of causing annoyance or inconvenience or to deceive or to mislead the addressee or recipient about the origin of such messages.

Punishment under Section 66A IT Act: - What could happen if one falls under Section 66A Information Technology Act? What are the punishments possible in the Section 66A IT Act of India? He/She shall be punishable with imprisonment for a term which may extend to three years or with fine which may extend to five lakh rupees or with both Imprisonment & fine.

New Minister Name List of India - UPA-II Reshuffles on 28th October 2012

Few changes have been made in Indian Ministry on 28th October 2012. Indian Prime Minister Manmohan Singh has reshuffle the Indian Ministry by introducing few new faces and probably it's the last change before 2014 Election. Seven Cabinet Ministers and also fifteen Ministers of State (MoS) have been introduced and few Ministers have been reallocated in other departments (Ministry). New Ministers of WB State & Indian Government – After Resignation of TMC & Congress Ministers in September 2012

Trinamool Congress Party Supremo Mamata Banerjee, Chief Minister of West Bengal, pulled their support from UPA-II Government led by Congress on 18th September 2012 [Decision announced & Officially on 21st September 2012] and as per the decision taken by TMC Party leaders; six Ministers of Indian Government of TMC Party resigned on 21st September 2012 (Friday). The reason behind TMC withdrawing support to UPA-II Government had been discussed [read now] earlier.

TMC Ministers resigned from Indian Government (UPA-II)
Shri Mukul Roy (Railway Minister of India), Shri Saugata Ray, Shri Sisir Adhikari, Shri Sudip Bandopadhyay, Shri Chowdhury Mohan Jatua and Shri Sultan Ahmed – these six ministers submitted their resignation letter to Prime Minister of India Manmohan Singh on 21st September 2012 and then went to Rashtrapati (President of India) Shri Pranab Mukherjee to submit the letter of TMC pulling out support from UPA-II Government.

One day later, six Congress Ministers of Government of West Bengal also submitted their resignation letter. On 22nd September 2012 (Saturday) six Congress leaders who were in the Ministry of West Bengal had resigned from TMC led Government of West Bengal.

Shri Manas Bhuniya (Micro, Medium & Small Enterprises, Textiles & Irrigation and Waterways Minister of West Bengal Government), Shri Abu Hena (Food Processing & Fisheries Minister of WB Govt.), Shri Sunil Tirkey, Shri Abu Naser Khan Chowdhury, Shri Pramathnath Roy and Mrs. Sabina Yasmin submitted their resignation letters to Chief Minister of West Bengal Mamata Banerjee and then went to meet Governor of West Bengal M.K. Narayanan with the letter of Congress withdrawing support from W.B. Government led by TMC.

Resignation by TMC Ministers & Resignation by Congress Ministers in September 2012, make the Ministry positions vacant and thus both Indian Government & W.B. State Government started their meetings discussing the new Minister names in India & West Bengal after the resignation happened.

As of now, Indian Government has handed over the responsibilities of Indian Railways to Union Minister C.P. Joshi. The position of Indian Railway Minister became vacant after the resignation of Shri Mukul Roy (one of the TMC Ministers who resigned on 21st September 2012).

Mamata Banerjee Withdrawing Support to UPA-2 Government

After a marathon meet happened on 18th September 2012 at Town Hall, Kolkata Trinamool Congress Party (TMC) founder & Chief Minister of West Bengal Mamata Banerjee announces their party decision of withdrawing their support to the UPA-2 GovernmentTMC founder & Chief Minister of West Bengal, Mamata Banerjee said that the TMC Leaders, who are in the Central Ministry, will submit their resignation to the Prime Minister on 21st September 2012 (Friday) at 3pm.

Why Mamata Banerjee took this decision of withdrawing their support to UPA-2 Government?
Last week Congress-led UPA-2 Government announced few measures like Limiting LPG Cooking Gas 6 per year per family, Diesel price hike by Rs.5/- and allowing Foreign Direct Invest (FDI) in retail market. This decision took by UPA-2 Government was opposed by all opponent parties of Congress like BJP-led NDA, Left Front, and most importantly UPA-2 alliance party Trinamool Congress. TMC founder Mamata Banerjee always worked for the people and never intends to increase price in any sector that would harm common people. Thus, UPA-2 Government was given 72-hours by Mamata Banerjee, who works for Maa Maati Manush, to think on their decision & to roll-back. As per the schedule, 72-hours deadline ends on 18th September 2012 (Tuesday) and so Mamata Banerjee met with all TMC Leaders at Town Hall of Kolkata and after the marathon meeting of 3 hours Mamata Banerjee announces TMC party decision.
What are the decisions Mamata Banerjee took on protest of diesel price hike, LPG cooking gas limitation & allowing FDI policy of UPA-2 Government on 18th September 2012?
Around 8:30pm on 18th September 2012 (Tuesday), Mamata Banerjee announces that –
  • Ministers from TMC party will submit their resignation on 21st September 2012 (Friday) at 3pm. Ministers like Sougata Roy, Mukul Roy, Sudip Bandopadhyay & others will submit their resignation letter to Prime Minister Manmohan Singh.
  • TMC is withdrawing support towards Congress-led UPA-2.
Are there any chances of ‘TMC not withdrawing support from UPA-2 Government’?
Mamata Banerjee has also announces that if UPA-2 Government accepts the demands of Mamata Banerjee within 21st September 2012 then she can re-think about her decision of withdrawing support. Now, let’s check out what are the demands of Mamata Banerjee
  • At least 12 LPG Cooking Gas per year per family at cheap price.
  • Diesel price hike of Rs.5/- should reduce by Rs.4/- or Rs.3/-. It means, the Diesel Price should  increase by Rs.2/- or Rs.1/- only.
  • Disallow Foreign Direct Investment (FDI) in retail-market.
  • Reduce the price of fertilizers to help farmers of India in Agricultural field.
If UPA-2 Government agrees with the above conditions given by Mamata Banerjee by 21st September 2012, then Mamata Banerjee will re-think about her decision also.
What could happen next if UPA-2 disagree with Mamata Banerjee’s conditions and TMC withdraws their support?
Since, Trinamool Conrgess (TMC) is the largest alliance of Congress-led UPA-2 Government, thus withdrawing support to UPA-2 may result in Government falling down if other parties don’t support to UPA-2 Government in coming days and the election in India may happen before the scheduled year 2014.

Bharat Bandh Reason - India Strike on 20th September 2012 Details

20th September 2012 [Thursday] Protest against UPA Government’s decision on Diesel price hike, LPG cylinders limitation and FDI in multi-brand retail will took place country-wide. Yes, Bharat Bandh [Strike in India] has been called by the BJP-led NDA along with other major opponent parties of Congress-led UPA Government on 20th September 2012. Left Parties also announced their support towards 20th September 2012 Bharat Bandh and declares 12-Hours All India General Strike on the same issue.

Since the Diesel price increased by Rs.5/-, the Private Bus Associations in Kolkata asked Govt. of West Bengal to increase the Private Bus Fare. But, as we know, Chief Minister of West Bengal Mamata Banerjee always against the increment of fare & price hike. This time also, Honourable Chief Minister Mamata Banerjee is against the decision of UPA Government and also not willing to increase Private Bus Fares in Bengal to help the people. This is why; Bus Associations also started their Strike by withdrawing Private Buses from Kolkata from 17th September 2012. On 18th September 2012, All India Trinamool Congress led by Mamata Banerjee will decide what step to be taken against the diesel price hike, cooking gas limitations & allowing FDI. The deadline of 72-hours given to UPA Government by Mamata Banerjee & TMC [alliance party of UPA Government] for the roll-back of their “diesel price hike, cooking gas limitations & allowing FDI” decision will end on 18th September 2012.


Comrade Biman Bose, Left Front Chairman of West Bengal, requested people of Bengal to raise their protest against the diesel price hike, cooking gas limitation policy & FDI introduction in retail by joining 12-Hours All India General Strike on 20th September 2012. The Strike of 12-hours [Starting from 6am in the morning] has been announced in West Bengal and also in Tripura. CPI(M) ruling Left Front in Tripura also called for a 12-hours Strike (Bandh) on the same day on same issue.

Reason of 20th September 2012 Strike in India [Bharat Bandh]: - Congress-Led UPA Government has announced few things which would harm the interest of Indian Citizens and this is why opposition parties are going to show their protest through Bharat Bandh (Strike in India) on 20th September 2012. BJP-led NDA, Left Front, DMK & other opposition parties called for General Strike in India [Bharat Bandh] on 20th September 2012. Since, so many parties have jointly called for strike; it would surely ‘Shutdown India on 20th September 2012’. 

18th September 2012 update:
It was nearly 3 hours meeting of Trinamool Congress party leaders happened at Town Hall, Kolkata on 18th September 2012. After the meeting of TMC party leaders, around 8:30pm TMC Founder & Chief Minister of West Bengal Mamata Banerjee withdraws their support from UPA-2 Government. Mamata Banerjee, who always worked for the people, earlier gave 72-hours deadline to UPA-2 Govt. to roll-back their decision. Mamata Banerjee asked for at least 12 LPG cylinders per family per year, FDI introduction shouldn't be done and diesel price shouldn't increase by Rs.5/- to the UPA-2 Government; but Congress-led UPA-2 Government didn’t make any decision within the scheduled time. Thus, today on 18th September 2012 in the evening Mamata Banerjee took a strong step for the people by announcing 'TMC withdrawing their support from UPA-2 Government'.

19th September 2012 update on West Bengal regarding Strike:
On & from 17th September 2012 the private bus associations had withdrawn public buses from Kolkata & nearby region on demand of Bus fare hike. People of Kolkata & nearby areas are facing problem reaching their destination from 17th September 2012 because of withdrawing public buses from Kolkata, Howrah, North 24-Pgs & South 24-Pgs. Though, Ministry of Transportation, Govt. of West Bengal has increased the number of Government Buses during this period and Mini-Buses, Taxis are also available; but   it's not enough for the people. Today (19th September 2012) Transport Minister of West Bengal, Shri Madan Mitra had a meet with Bus Associations and as a result, Private Bus Associations declares that the private buses will be available from now on. Private Bus Association asked Govt. of West Bengal to either increase private bus fare or to reduce the price of diesel. Bus Associations also declares that they will wait till 30th September 2012, 6pm to see what steps Govt. of West Bengal takes. On 30th September 2012 evening, private bus associations will have a meeting depending on the situation.

Ragging in Schools, Colleges, Institutions & Hostels isn’t happening to a certain State of India like West Bengal or Orissa; it’s happening in every state of India and thus to stop Ragging Supreme Court has ordered Educational Board of India to take Ragging as a serious crime and to punish students who are responsible for Ragging New Students. So many of students commit suicide at home or at hostel because of Ragging – isn’t it pathetic? In College, we send our children to educate and not to do crime like Ragging.

Mulayam Singh Yadav & Mamata Banerjee suggested three names for upcoming 13th Indian Presidential Election 2012 on 13th June (Wednesday) & they were Former President A. P. J. Abdul Kalam, current Indian Prime Minister Manmohan Singh & Somnath Chatterjee. But, on 14th June (Thursday) Congress party has upsets the suggestion of Mamata & Mulayam & stated that the recent Prime Minister Manmohan Singh will continue as P.M. till the end of work tenure i.e., 2014.

What will happen next? Already five names suggested for Indian Presidential Election 2012 [Pranab Mukherjee, Hamid Ansari, Somanth Chatterjee, APJ Abdul Kalam & Manmohan Singh] and all of these names rejected either by Alliance parties or by Congress party. The West Bengal Census Report 2011 has been declared officially and the result of 2011 Census in Bengal (Janaganana) is showing few essential things to remember in the coming years. The latest Census Report of West Bengal in 2011 as follows: -

Total number of citizens in Bengal as per 2011 WB Census Report is 9134736 (9 Crore 13 Lakh 47 Thousands 36 peoples) that includes 46927389 (Total number of Male in 2011 WB Census Report - 4 Crore 69 Lakh 27 Thousands 389) and 44420347 (Total number of Female in WB Census Report 2011 - 4 Crore 44 Lakh 20 Thousands 347). It means the population growth is still increasing day by day in West Bengal.

• As per the WB 2011 Population Statistics Chart of Census Report in 2001 and of 2011; it’s came to know that the population of India in 2011 has increased by 17.68% than that of 2001 report. In case of West Bengal Population in 2011 increased 13.93% than that of in 2001 Census report.

• The Census Report 2011 of Bengal shows that there is 947 Females per 1000 Males in Bengal, which is slightly higher number than India’s Female rate that is 940 females per 1000 males. The percentage of Female population in Bengal 2011 is increased 14.75% (than of 2001) and the Male percentage in Bengal 2011 is increased 13.17% (than of 2001).

• It is shocking for India that after so many awareness programs; the percentage of female children hasn’t increased by much. In 2011 Census Report of India shows that there is 914 female child per 1000 male child. But, in West Bengal Population Census Report 2011 shows that the people of Bengal is slightly better to prevent the abortion of female birth and there is 949 female child per 1000 male child in Bengal.

• If we evaluate the Literacy Percentage of India in 2011 then the number is 74.04% and the Literacy Percentage of Bengal in 2011 Census Report is 77.08%. In case of Bengal; 82.67% males are literate and 71.16% females are literate as per the Report of Census in 2011. But the literacy percentage of India requires thinking because only 82.14% males in India and 65.46% females in India are literate.

Railway Budget 2011 really spared Rail commuters and freight users from rate hikes, Ms Mamata Banerjee’s 2011-2012 Railway Budget, which comes just a couple of months before Assembly Elections in West Bengal.

So is this true – in 2011 Railway Budget Mamata Banerjee gives more sops to Bengal – What do you think? Singur and Nandigram, sites of obvious political significance, have been given a metro coach factory and a railway industrial park, respectively. As many as 21 of the new express trains begin and end in Bengal and the state is to get a couple of new lines too. Kolkata has been promised a suburban rail network along the lines of the one in Mumbai with a Kolkata Rail Vikas Corporation (KRVC) to be set up for the purpose. Other metros will also, Mamata promised, have similar networks in the future. The KRVC is in addition to a major thrust for Kolkata Metro. Among the new trains were nine new Duranto expresses, three new Shatabdis, four Vivek Express trains to commemorate Swami Vivekananda, four Kavi Guru trains to mark the 150th birth anniversary of Rabindranath Tagore and 10 Rajya Rani expresses to connect state capitals to important cities in the same states…
